The Technical Training and Development team is seeking a Supervisor of Technical Skills Training. This role involves leading instructional staff, overseeing technical training and apprentice programs, and engaging in recruiting efforts to support departments within WMATA’s Infrastructure organization. These departments may include Track and Structures, Facilities, Communications & Signaling, Power, and Elevator/Escalator personnel. The ideal candidate will have experience working directly in, or facilitating training for, these or related skilled trades environments.

Technical Training is one of five training verticals under Technical Training and Development, offering apprentice career pathways and skills training for Metro staff. This position requires collaboration with clients and stakeholders across the agency to provide timely and clear communication, ensuring their needs are met. Responsibilities also include developing annual budgets, monitoring costs and equipment needs, supervising labs, and serving on internal training and/or safety committees.

MINIMUM QUALIFICATIONS

Education

  • Graduation from an accredited college or university with a Bachelor’s Degree in Education, Engineering, Human Resources Development or a related field.

  • In lieu of a bachelor’s degree, a High School Diploma or GED and four (4) years of responsible experience in developing and administering technical training, maintenance, and/or safety skills programs in an industrial setting which included at least two (2) years supervisory experience

Experience

  • A minimum of seven (7) years of responsible experience in developing and administering technical training programs in an industrial setting which included at least two (2) years supervisory experience

Certification/Licensure

  • Possession of valid Driver’s License

  • If job requires access to Rail Right of Way, successful completion of Roadway Worker Protection (RWP) qualification training required within 2 months of hire

Preferred

  • Experience in the field of transportation, technical skills, safety and/or in a skilled craft (preferably with maintenance and apprentice programs)

  • A valid Commercial Driver’s License

Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARY

The Supervisor, Technical Training and Development is responsible for the effective assessment of training needs, efficient design and/or development, and timely implementation of skills training for entry level, maintenance personnel, and other Washington Metropolitan Area Transit Authority (WMATA) staff and contractors. The incumbent is also responsible for creating comprehensive professional development training programs to meet the needs of Technical Skills, Maintenance and/or Safety Skills, and to ensure staff have a strong foundation in critical and job relevant safety training and rules to support their role at WMATA. The Supervisor, Technical Training and Development further: ensures ongoing compliance and maintains tracking and reporting for all corrective action plans from oversight bodies; supervises training staff, reviews training requirements; supervises training development, delivery and reporting; collaborates with clients and stakeholders from across the agency to provide timely and clear communication and ensure needs are met; develops annual budgets; monitors costs/expenditures and equipment needs; supervises labs; and serves as member of internal training and/or safety committees. Employee has latitude for independent judgement and action within general guidelines.

ESSENTIAL FUNCTIONS

  • Responsible for the management and implementation of the technical skills, maintenance and/or safety skills program utilizing an adult-learning approach and instructional system design, development, and implementation of training programs.

  • Manages and directs comprehensive Technical Skills, Maintenance and/or Safety Skills Training Program for new and continuing Washington Metropolitan Area Transit Authority (WMATA) staff and contractors- to include training assessments, curriculum design/development, on-the-job training, training aids, and training presentations/platform skills. Ensures activities are accomplished safely, economically and in conformance with the department mission, business objectives and goals.

  • Develops and implements training materials, lesson plans, manuals, curricula, evaluation procedures, and job-aids used in courses of instruction. Ensures current modifications and new equipment are incorporated into all training programs and reflect any business process or technology changes made by respective departments to their standard operating procedures.

  • Establishes and applies appropriate adult learning theory and styles for comprehensive Technical Skills, Maintenance, and/or Safety Skills training programs through new and innovative methods of instruction (i.e., Simulator, mockup, CBT, web-based virtual learning environments and Interactive Video).

  • Uses a continuous improvement model approach to training, ensures training program analysis, milestones, technical reviews, and statistical data used in curriculum development process are appropriately documented and maintained and reviewed at a regular interval.

  • Directs the activities of Training Instructors and program support staff, which includes planning and scheduling training assignments at least six months in advance to allow for appropriate scheduling of maintenance employees by their department managers. Coordinates and collaborates within Technical Training and Development, and with external partners, to ensure shared resources (e.g., training rooms, materials, equipment, etc.) and class offerings are managed in a central location (e.g., database, scheduling system or software, asset management software, etc.)

  • Supervises training staff and program support staff to include recommending applicant selection, assigning duties, directing work, supervising workload, approving leave requests, disciplinary actions, resolution of grievances, performance goals and appraisals and ensuring appropriate training is provided to stay up to date with industry best practices.

  • Consults with employee relations and internal department management to determine appropriate action involving serious employee problems and disciplinary action within established WMATA procedures and guidelines and union agreements, or referral to Employee Assistance Programs.

  • Develops, administers, and implements effective employee selection and promotional examinations. Ensures testing instruments used have appropriate construct validity and reliability and are incompliance with Federal regulations and guidelines, and WMATA policy.

  • Ensures all promotional testing completed by training staff provides a consistent approach; with feedback given to employees who fail that outlines deficiencies that were highlighted during the testing process.

  • Works closely with internal customers to anticipate training needs of the department based on analyses of performance related data such as asset reliability, On-Time-Performance, service delays, incident/accident reports, Maximo work orders and any other reports which are used to indicate overall department level performance.

  • Attends department staff meetings to foster a strong working relationship with the customer which allows for training needs to be anticipated and proactive plans to be developed that will be responsive to the ever-changing workforce priorities.

  • Conducts classroom audits of instructor-led training for internal and vendor delivered training and evaluates/critiques instructor performance through appropriate feedback and coaching.

  • Reviews all course content at least annually to ensure all courseware is up to date, accurate, relevant and covers all stated objectives of the courses.

  • Ensures full cooperation, coordination, and ongoing compliance and maintenance of tracking and reporting for all corrective action plans from oversight bodies. Responsible for ensuring program, training materials, and staff continue to meet ongoing actions resulting from correction action plans and recommendations.

  • Identifies training needs and recommends cost-effective resources, educational courses, instructional media programs and vendor provided training. Ensures that current modifications and/or new equipment are incorporated into instruction.

  • Manages contract training to include development of specifications, review and approval of deliverables, scheduling, coordinating, and monitoring of training.

  • Prepares semiannual, annual and other periodic training reports.

  • Prepares and administers operational and capital budgets. Forecasts long-term training budget and staff requirements, making appropriate recommendations.

  • Establishes management objectives, develops performance indicators, and maintains workload measures to evaluate progress toward achievement of the objectives. Serves as an internal management consultant on an as needed basis.

  • Assists Managers in managing the overall operations of relevant training program(s) and representing the branch in its relations with other internal offices.
