State of Massachusetts HUD Grant Program Manager in Marlborough, Massachusetts

The Bureau of Climate and Environmental Health’s Childhood Lead Poisoning Prevention Program helps prevent, screen, diagnose, and treat childhood lead poisoning. We work to eliminate sources of poisoning through research and educational, epidemiological, and clinical and environmental activities. The HUD Grant Project Director is responsible for assisting the CLPPP Director to guide day to day integration of the HUD Grant Program and staff into the overall mission of the Childhood Lead Poisoning Prevention Program focusing on environmental activities, capacity building, and abatement work, especially in the high-risk communities identified on the CLPPP Annual report. Under the supervision of the CLPPP Director, this position provides leadership for HUD Grant staff, and consultation and technical assistance for other state, and agency representatives, municipalities, various stakeholder groups and the general public. Additional responsibilities include helping to design, implement, reinforce, and evaluate sustainable, efficient and effective goals and initiatives for the grant program infrastructure. Effective grant management includes but is not limited to forecasting, planning, budgeting, permitting, hiring, training, inspecting, reporting and providing ongoing review of policies, procedures, regulations and standards. * * * *_Duties and Responsibilities (These duties and responsibilities are not all-inclusive):_ Grant Program Operations: * * Lead strategic planning and implementation. Identify, document and track opportunities to reach Grant and program goals, assess scope, identify existing challenges and recommend possible approaches for resolution. Implement tracking and performance reviews of projects and staff to ensure goals are on target and achieved. Draft reports for grant deliverables and complete all required documentation for grant applications and reporting. * Manage and mentor bargaining unit staff for the various activities in the Program to ensure that established goals and responsibilities are achieved, including statutorily required inspectional activities at the homes of poisoned children where owners are eligible to apply for funding. * Identify unexpected developments, mitigate, and communicate risks to Bureau and DPH leadership. * Work with BCEH staff and IT to capture program operations. Design and implement systems for data collection and tracking programmatic activities, including but not limited to inspections and clearance/compliance documentation. Implement work-flows that are accessible in a hybrid work environment and include regular reporting features and dashboards that highlight staff activities for managers and senior leadership. * Support other Bureau staff affiliated with healthy homes regulations or practices, including CSP and IAQ staff and local health professionals, to address and respond to housing inspections and complaint investigations that are complex and/or contentious. Identify and communicate potential policy improvements based on investigation results. * Supervise, mentor and evaluate bargaining unit staff, who are content experts, to ensure that they are current in their knowledge of state and federal requirements and best practices, and able to recommend and implement sound program policies and procedures, as well as regulatory development and revisions. * Establish, revise, monitor, and evaluate program protocols and procedures, including complaint investigation protocols, for existing practices to ensure effective public health protective measures, especially for capacity building for inspections and abatement as well as promotion of healthy homes principles. * Revise, expand and maintain consistent, clear and concise program specific standard operating procedures (SOP), as well as electronic and written inspection report formats and platforms. Monitor staff and programs to ensure that SOPs are followed. * Interpret new and existing statutory and regulatory requirements that directly or indirectly affect the state regulations. Develop guidance and crosswalk for interpretation and procedures for implementation of the strictest standard comparison between federal and state regulatory requirements. Collaborate with the Office of General Counsel for complex legal matters and resolution. * Support, Training and Outreach Activities: * * Engage with other state, federal, local, industry specialists and community partners to communicate HUD Grant program goals and the Bureau’s mission, including the principles of environmental justice, healthy homes, childhood lead poisoning prevention, and climate resilience to resolve issues related to program’s regulation or policy. * Manage and support ongoing efforts to modernize learning management systems for the Department to create classroom and field training curriculums for lead poisoning prevention environmental expertise, for risk assessment and abatement activities, as well as lead/housing code enforcement, in partnership with the Department of Labor Standards and the Office of Local Regional Health and local health departments. * Identify and engage with traditional and non-traditional partners to increase lead and healthy homes related workforce capacity and resilience. * Collaborate with BCEH senior and communications staff to develop and modernize outreach materials, tool kits, and materials to develop and maintain a pipeline of potential grantees and a trained and licensed workforce to support the inspection and abatement work. * Represent the Department, Bureau and Childhood Lead Poisoning Prevention Program on applicable committees and advisory boards. * * * PREFERRED QUALIFICATIONS: * Experience with working in or managing in a complex unionized environment and ability to lead staff through evolving workplace practices and technical capabilities. * Master Risk Assessor License or Deleading Contractor License preferred but not required. * Experience with inspection or compliance. * Ability to deal with complex tasks simultaneously. * Flexibility and sensitivity to the needs of diverse and vulnerable populations is essential. * Excellent writing and public speaking skills are required for this position. * Strong leadership skills with the ability to build a unified, skilled and effective team. * Ability to work efficiently and productively in a high demand, fast-paced and evolving environment with a high level of scrutiny. * Talent to communicate effectively and maintain professional and cooperative work relationships with employees, stakeholders, industry professionals, special advocacy groups and the general public. * Experience at directing, managing and / or supervising multi-disciplined public health related regulatory programs. * Understanding of the principles of public health. * Knowledge of the utilization of resources in the collection, organization and interpretation of data * Ability to comprehend, apply and interpret the provisions of laws, regulations, policies, procedures, specifications, standards, and guidelines governing agency operations. * Knowledge of the methods of general, statistical, and technical report writing. * Exceptional organizational and time-management skills. * Capacity to research effectively and be resourceful in problem solving. * Ability to write and communicate concisely to express thoughts clearly, and to develop ideas in a logical sequence. * Willingness to collaborate with others to attain positive outcomes.
