Summary:

Idaho State Police (ISP) has a current opening for a Financial Executive Officer (FEO) located at its Headquarters in Meridian, Idaho. Broadly, the FEO is responsible for managing the overall accounting, auditing, and related financial functions of the ISP Financial Services Office.

This role will direct the development and implementation of budgets, operating policies, and management procedures. They ensure the effectiveness of financial programs, oversee financial management issues, identify problems, and direct implementation of solutions through the direction and establishment of internal financial controls and audit operations and reporting, thus ensuring the Agency adheres to applicable federal and state laws, policies, standards, regulations, and generally accepted accounting principles and practices. They also direct development of financial and administrative documents used in executive decision making and provide technical consultation and advice, identifying the information technology systems needed to execute the Agency’s objectives.

Responsibilities:

  • Manage, through subordinate supervisors, activities of significant and highly complex accounting, budgeting, auditing, and payroll functions.

  • Provide direct oversight and supervision of professional staff across multiple fiscal disciplines, including assuming responsibility for actions having significant legal and political consequences.

  • Develop and mentor staff for career path development and fulfillment, fostering a thriving, motivating, and professional staff culture, including fostering cooperation and teamwork.

  • Ensure the effectiveness and compliance of financial programs; oversee financial management issues, proactively identifying problems, and developing, recommending, and implementing solutions.

  • In partnership with Deputy Director Chief of Staff, confer with and serve as liaison to public/elected officials and private business representatives to resolve, discuss, and negotiate issues.

  • Provide professional accounting and financial advisory services, which include complex recommendations, analysis, and/or dashboard development internally and externally.

  • Supervise and participate in various budget formation and maintenance functions for all funding types in the Agency, providing supervision, guidance, leadership, and direction to subordinate fiscal personnel responsible for interpreting budget execution guidance; reviewing and analyzing budget data to create/distribute Agency-wide reports.

  • Oversee internal and external fiscal audits, managing outcomes and adjustments resulting from said audits.

  • Direct the establishment of sound compliant internal financial controls to minimize risk, ensuring the Agency’s financial operation and reporting mechanisms follow applicable federal and state laws, policies, and fiscal/accounting standards and practices. Application of Governmental Accounting Standards Board (GASB) and/or Generally Accepted Accounting Principles (GAPP) is necessary.

  • Develop and/or direct the development of financial and administrative official documents used in executive decision making, policy application, and/or application of federal, state laws, policies, and standards.

  • Identify and work effectively within complex computerized accounting or auditing systems, leveraging technology for necessary requirements, greater efficiency, and workflow.

  • Collaborate with external State Agencies, including, but not limited to DFM, DHR, SCO, DOP, Board of Examiners, etc., on all relevant financial matters.

  • Prepare and present written and oral professional communication and presentations for staff, business partners, stakeholders and operations to include training, major financial programs, and recommendations, to include participation in legislative sessions.

  • Participate as a vital member of the top leadership team within the agency, proactively identifying strategic and visionary opportunities, developing professional plans, and aligning fiscal endeavors with the goals of the agency.

  • Serve on Agency or State committees and workgroups, as requested.

  • Other roles and duties as necessary to fulfill mission of the agency.

Minimum Qualifications:

  • Bachelor’s degree in accounting or business with at least 20 semester credit hours in accounting preferred. In lieu of a degree, 10 years of relevant accounting/financial experience may suffice.

  • Experience managing the staff and activities of a financial operation. Typically gained by at least four years of management responsibilities overseeing professional staff in a financial operation.

  • Experience designing and implementing complex computerized accounting or auditing systems. Typically gained by at least three years of experience designing and implementing complex computerized accounting or auditing systems.

  • Experience preparing financial management documents and statements. Typically gained by at least two years of experience preparing annual reports, or similar types of documents for decision-making.

  • Experience identifying and resolving problems involving financial software systems. Typically gained by at least two years of experience resolving problems within categories such as payroll system s , collection of revenues, maintaining fixed assets, etc.

  • Experience preparing and making oral presentations. Typically gained by at least two years of experience as a manager/supervisor making presentations to the organizational director, top-level management, committees, etc.

  • Experience writing narrative reports setting forth conclusions and recommendations for consideration by top-level management. Typically gained by at least two years of experience as a manager/supervisor writing reports to the organizational director, top-level management, committees, etc.

Preferred Qualifications:

Current CPA license;

Current CGFM certification

Experience with state-utilized financial software programs and processes, including LUMA, Navision, STARS, IBIS, COGNOS, CEC, Annual Budget Preparation and presentation, etc.
