Moorhead Public Service Electrical Engineering Manager in Moorhead, Minnesota

**[POSITION SUMMARY [Under limited supervision, this position has the overall responsibility to plan, organize, and direct assigned resources and consultants of Moorhead Public Services (MPS) electric engineering and Geographic Information Systems (GIS) functions. This position develops, revises, interprets, and enforces practices, procedures, and standards for engineering to ensure compliance with regulations intended to maintain a safe and reliable electric system and protect MPS investment in plant property.

  • Supervises and coordinates engineering staff and consultants in the preparation of studies, plans, and designs for additions to and modifications and rehabilitation of electric facilities to ensure that adequate facilities will be available to meet expected electric loads.
  • Performs or effectively recommends the hiring, transfer, suspension, promotion, discharge, assignment, reward, discipline, direction of work, and adjustment of grievances of subordinate personnel.
  • Interviews, selects, and terminates subordinate personnel. Assigns work duties and monitors and evaluates work performance of subordinate staff.
  • Attends all Moorhead Public Service Commission meetings and reports on electric engineering activities.
  • Reviews the current conditions and long-range strategic position of MPS electric engineering services, including employee concerns, and assists in the management team's development, update, and presentation of a long-range strategic plan and the short-range strategic modifications to that plan.
  • Makes recommendations for financial budgeting, including personnel, capital, and operating budgets for the electric utility; exercises management control to adhere to adopted budgets; and recommends budget adjustments when needed.
  • Responsible for compliance with federal and state regulations affecting the electric utility.
  • Establishes documented practices, procedures, and standards for engineering that are designed to accomplish the objectives and to implement the policies established by the General Manager and the Moorhead Public Service Commission.
  • Develops, revises, interprets, and enforces electric service rules and regulations, including review and approval of requests to install special, larger, or redundant services than would normally be required to provide satisfactory electric service.
  • Periodically reviews the adequacy of the organizational structure and staffing of electric engineering services to effectively discharge responsibilities essential to fulfillment of the total utility business purpose. Recommends changes, where needed, to improve performance of existing functional areas and/or to accomplish additional functions.
  • Stays familiar with emergency procedures, union agreements, etc., and is prepared to initiate and direct outage/emergency response activities.
  • Attends workshops and seminars and reads available trade publications to keep well informed on new developments or changes in the electric transmission, generation, and distribution industry, and all allied fields.
  • Directs staff in carrying out responsibilities for obtaining and/or ensuring compliance with required permits, licenses, easements, and codes.
  • Identifies information requirements of the Electric Division, including reports that clearly identify key indicators of performance of the electric utility.
  • Provides a working environment that promotes safety, high levels of productivity, and individual interest in and commitment to the objectives of Moorhead Public Service.
  • Serves as Acting General Manager or the General Manager's designated representative, when required, with such authority and responsibility as may be assigne , to a broad spectrum of external organizations.
  • Performs other duties as requested.
