Project Overview

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) has safely destroyed 2,613 tons of mustard agent in mortar rounds and artillery projectiles stored at the U.S. Army Pueblo Chemical Depot (PCD) approximately 25 miles from Pueblo, Colorado. Neutralization followed by biotreatment was the technology selected by the Department of Defense to destroy the Pueblo chemical weapons stockpile. The completion of this mission has made the world a safer and cleaner place by revolutionizing a first-of-a kind process for chemical weapons destruction. PCAPP completed the operations and munition destruction phase as of June 2023 and has now entered the closure phase.

All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be physically fit and able to work safely at an operating plant. Eligible applicants must be a US Citizen and successfully go through a government screening process.

Position Summary

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Quality Control (QC) Inspector at the Pueblo, CO location. This position will report to the Quality Control Supervisor at the PCAPP project. The QC Inspector performs quality control activities in a technical and administrative capacity. The QC Inspector will have the ability to obtain qualifications and certifications to identify and monitor performance of witness and hold points and inspections, maintains a positive and professional work relationship with Plant Staff and other Project Personnel, and supports the Quality Control Supervisor.

This is a short-term assignment, and this position will operate on a DuPont rotating day and night shift based working schedule (12 hours per day). This position may require temporary adjustments to work schedule to cover project needs and additional overtime hours as deemed necessary.

Responsibilities

  • Possess working knowledge of quality control techniques and methodology.

  • Interface with the QC Supervisor for direction and assignments

  • Participate in Physical and Teleconference Walkdowns as a site Quality Representative

  • Review and Approve quality requirements in planned work orders.

  • Perform Quality Consultations for Minor Maintenance and Vendor work orders.

  • Review and Approve Work Order Job Plans

  • Review and Approve Work Order/Job plan Field Change Requests

  • Review and Approve Preventive Maintenance Deferral/Waiver Requests

  • Provide technical assistance to operations/closure field personnel.

  • Perform QA/QC Surveillances with written reports.

  • Perform Conduct of Operations Engagements.

  • Verify materials, workmanship, and specification/code requirements.

  • Perform warehouse Receipt Inspections as needed.

  • Conduct Organizational Self Assessments as needed.

  • Perform inspections and documentation of in-process start-up, operations, and closure activities.

  • Trouble-shoot engineering design and participate in resolution of issues.

  • Use of Bechtel Standard Application Program (BSAP) standards and other automation tools which are used on Bechtel projects.

  • Responsible for completing detailed inspection records and the maintenance of technical and other pertinent documents, as directed.

  • Perform inspections in accordance with inspection plan, monitors inspection duties assigned to subcontractors and reviews results of inspections.

  • Perform NDE inspections and complete written reports as a certified inspector and/or assist certified inspectors with NDE inspections/reports.

  • Identify and monitor performance of witness and hold points in Work Planning packages.

  • Identify nonconforming items and corrective action requirements; initiates condition reports and nonconformance reports, and monitors status through closure of corrective action.

  • Complete detailed QC Daily Reports

  • Maintains databases through established project standard computer applications.

Qualifications and Skills

Basic Qualifications

  • Level 1: Bachelor’s degree in engineering, science, quality or a related discipline from an accredited college or university with 1 year of related QC Inspector / Field Engineer / Chemical Demilitarization / Quality Assurance. In lieu of a degree, 7+ years of progressive and relevant professional experience as a QC Inspector / Field Engineer / Chemical Demilitarization / Quality Assurance.

  • Level 2: Bachelor’s degree in engineering, science, quality or a related discipline from an accredited college or university with 3 years of related QC Inspector / Field Engineer / Chemical Demilitarization / Quality Assurance. In lieu of a degree, 9+ years of progressive and relevant professional experience as a QC Inspector / Field Engineer / Chemical Demilitarization / Quality Assurance.

  • Must be a US Citizen

Minimum Qualifications

  • Excellent communication ability both written and verbal.

  • Ability to interact with all levels of project management.

  • Ability to manage multiple priorities in a fast-paced environment.

  • Experienced in Microsoft Office programs for word processing, spreadsheets, and email.

  • Physical ability to walk on uneven surfaces typically found at construction and operating plant sites, climb ladders, stoop, bend, and lift to 50 lbs. daily.

  • Must be able to obtain a site security badge.

  • Knowledge of engineering relating to single or multi-discipline quality control activities

  • Awareness of environmental compliance laws and requirements

  • Awareness of government compliance standards

  • Capable of obtaining quality control qualifications in multiple disciplines pertaining to operation and maintenance, and closure of a chemical demilitarization plant (Piping, Mechanical, Electrical, Special Coatings)

Preferred Qualifications

  • Familiar with Bechtel and Industry Quality Standards

  • Chemical demilitarization experience as Quality Control Inspector, lead, and/or Construction supervisory position

  • Knowledge of Bechtel Standard Work Processes

  • Bechtel quality assurance or quality control experience including Audits, Surveillances, Continuous Improvement, Closed Loop Corrective Action, Trending, Organizational Self-Assessments, Lessons Learned, Metric development / data-analysis, field inspections, and Non-Destructive Examination.

  • Receipt Inspection experience to include review of procurement documents/requisitions against design outputs/changes for establishing material receipt inspection/acceptance criteria. e.g. MTRs, purchase orders, NDE documents, subcontracts, etc.; understanding and identifying suspect/counterfeit materials/items by industry standard bulletins/criteria/methods.

  • Previous experience in supplier quality receipt inspection.

  • Knowledge of Bechtel’s “Zero Accident” safety program

  • Welding/NDE (UTT, PT, MT, RT, VT) experience or certifications

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA).
