Job Duties/Scope Of Work JOB SUMMARY: The Construction Engineer is the technical arm of construction management. In combination with Construction Managers, document control, and construction subcontractors, this position assists the Construction Manager and works within the Construction, Testing, and Commissioning organization to drive construction projects to completion through technical input to the engineering, procurement, and construction elements of the project. The Construction Engineer provides project oversight redundancy for the Construction Manager. Essential job duties of this position include: • Temporary facility planning, including site conditions. • Constructability reviews, including early conceptual design criteria. • Conduct 30, 60, 90% Design reviews - • Assess adequacy of scope development for structural construction, piping, underground utilities, and water distribution systems. • Provide design review and input for large construction projects. • Assess physical aspects of design relating to layout/space, access, structural support. • Analyzing and recommending construction equipment requirements. • Performing field investigations to resolve construction problems. • Provide field assistance during the execution phase of construction, conduct job walkdowns. • Provide field oversight assistance to construction manager. • Construction progress reporting including review of baseline and construction progress schedules. • Project turnover support including review and acceptance of final product. • Review of Subcontractor Material, Commodity, and Major Equipment Submittals- • Assess compliance with design and specification requirements. • Recommend dispositions for Project Manager (PM) & Buyer's Technical Representative (BTR). • Review Engineering Change Documents (ECNs) and Design Change Notices (DCNs). • Review and develop recommended dispositions for subcontractor Request for Clarification or Information (RCIs). • Assess compliance with design and specification requirements and interface with Design Authority. • Prepare and support the preparation of technical documents in concert with the Construction Manager - • Construction Statement of Work documents. • Excavation Permits. • Non-compliance Requests (NCRs). • Pre-mobilization Checklists. • Job Hazard Checklists. • Field configuration control through construction and turnover. • Support for Design and Construction Submittal reviews. • Support Construction Manager in maintaining project team communications on key tasks and activities to include internal and subcontractor communications. • Support Buyer's Technical Representatives (BTRs) as assigned. • Review and approve vendor submittals. • Assist in review and approval of disposition of RCIs and design documents. Basic Qualifications • Bachelor's degree in engineering and 7 or more years of related experience. • Knowledge of methods and techniques for construction. • Must be able to read and interpret technical design documents, drawings, and models. • Must be able to administer and execute project activities per construction procedures and applicable engineering procedures. Desired Qualifications • Electrical engineering experience. • Design engineering experience. • Field engineering experience. • Previous construction site field experience. • Previous construction subcontractor oversight experience. • Professional Engineer (PE) and/or Project Management Professional (PMP) Certification.
