Navy Exchange Services (NEX) DIRECTOR, FACILITY DESIGN & CONSTRUCTION in VIRGINIA BEACH, Virginia

Title: DIRECTOR, FACILITY DESIGN & CONSTRUCTION Location: United States-Virginia-Virginia Beach Job Number: 2400015V Job Summary: Manages the activities and personnel engaged in the Design and Procurement Construction Closeout and PostProject Review phases of the NEXCOM Capital Improvement Program. Coordinates work through other stages of the capital project process. This management position involves architectural engineering and contractual and financial activities supporting capital project execution. Responsible for creating and maintaining facility standards for NEXCOM brands. Duties and Responsibilities: - Develops, administers, and coordinates design, functional plans and specifications, layouts, phasing, construction decoration, fixtures, furniture, and other equipment for new construction and renovation projects across the NEXCOM enterprise of approximately 800 buildings worldwide with a total area of 13 million square feet. - Supervises work performed by subordinate architects and store designers. Ensures accomplishment of functions within broad outlines provided. Develops and implements instructions, directives, facility standards, design, construction, and renovation criteria. Coordinates with other NEXCOM groups and divisions to design facilities by established schedules. - Directs the work of project architects, engineers, and store designers in coordinating design, project phasing, specifications, and cost estimates for construction, renovations, and alterations of Navy Exchange Retail, Food, and Service Shops, and supporting facilities and Navy Lodges. Certifies conformance with NEXCOM standards for construction of Navy Exchanges and Navy Lodges. - Directs, reviews, and approves plans and specifications involving the development of functional equipment layouts and interior design for Navy Exchanges and Navy Lodges. This work ranges from lodge renovations and expansions to the design of shopping center complexes, including retail stores, convenience stores, service stations, service and food outlets, supporting facilities, warehouses, etc. - Establishes required procedures, priorities, and scheduling. Assigns work to staff and provides guidance and assistance in technical areas of varying complexity. Reviews the work of subordinate architects and store designers to ensure completeness of actions, soundness of judgment exercised, adherence to substantive technical requirements, and administrative compliance with existing policies, procedures, and applicable regulations. - Carries out a full range of personnel management responsibilities in connection with associates supervised, such as approving leave, resolving disciplinary problems, completing performance appraisals, cross-training associates to ensure continuity and overall effectiveness, recommending personnel and organizational changes, selecting new associates to fill vacancies, etc. - Serves as a top architectural/engineering advisor to the U.S. Navy on the construction of Navy Exchange facilities and Navy Lodges and provides direction and consultation on matters related to these facilities. Respond to field inquiries and make advisory visits to develop design concepts, functional equipment layouts, and interior design for renovation, expansion, and new construction. - Tracks, forecasts, and controls funding throughout significant renovation and construction projects' complete design and construction cycle. - Responsible for assigned projects' total funds expenditures to remain within approved limits. Ensure change orders are reviewed/approved by established guidance. - Employ management systems to ensure policy, guidelines, and authorities manage all projects. Satisfy all requirements of internal and external audits of capital reporting, including post-project performance audits, internal OIA audits, and higher headquarters reviews and audits. - Provide executive-level reporting and analysis on a routine basis as well as ad hoc analysis to help frame key issues related to Capital investment; information will be used in executive packages and board presentations and will be used to make key decisions. Prepare variance reports, lessons learned, and other presentations related to design and construction activities' performance to plan. - Represent NEXCOM interests as a subject matter expert within the organization and with external federal agencies on Capital investment-related items. Fosters and maintains favorable and productive relationships with internal and external partners, customers, and agencies. Meets with NEXCOM functional codes to resolve interrelated and cross-functional problems. - Stay abreast of current industry/market trends by reviewing trade publications, market offerings, etc. Participate in industry trade shows and liaise with commercial counterparts in the retail and lodging sector, suppliers and contractors, professional activities, and associations. - Coordinate, evaluate, and recommend cost-effective project execution options considering the capabilities and capacities of in-house crews. Provides technical assistance and oversight of project acquisition and contracting methods. It liaises with the Naval Facilities Engineering Command and its Public Works Departments or other departments or agencies that may execute work. - As required, lead or participate in Architect and Engineer and construction selection and technical evaluation boards. - Works under the general direction of the VP of Facilities, with wide latitude for exercising independent judgment to perform the work described. The VP of Facilities outlines broad overall programs and policies, sets goals and target dates, and sets particular priorities. Work is reviewed for adherence to established goals. - Performs other related duties as assigned. The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450. Qualifications: Requires a total of 10 years of combined experience. EDUCATION: Bachelor's degree in architecture accredited by the National Architectural Accrediting Board (NAAB) or a Bachelor's degree in Engineering, accredited by the Accreditation Board for Engineering and Technology (ABET) OR a degree in architecture or engineering or related field that included 60 semester hours of course work in architecture/engineering or related disciplines such as: architectural or engineering design; structural technology; properties of materials; methods of construction; construction cost estimating; surveying; and project management. The adequacy of such background must be demonstrated by Professional registration as an architect or engineer. AND GENERAL EXPERIENCE: Three years responsible experience, which provided the applicant with relevant knowledge in design acquisition, design, construction acquisition and construction processes and procedures. This includes but is not limited to: facilities management, construction and maintenance procedures and concepts, construction planning, material procurement, cost estimating, design and construction project and program management. SPECIALIZED EXPERIENCE: 7 years of progressively responsible and relevant experience which provided a background in implementing and applying facilities design and construction solutions to complex problems, including, but not limited to: assessing facility conditions and business opportunities; defining customer needs and expectations; visioning scopes of work translating vision/needs into requirements packages; execution of design and construction; providing analysis of alternatives; cost-benefit analysis; tracking, forecasting and reporting of design and construction progress; supervisory responsibility of human resources or similar work which demonstrated the knowledge and ability to ensure effective design and construction practices. Current registration as a professional architect or engineer by any State, the District of Columbia, Guam, U.S. Virgin Islands, or Puerto Rico required. Job: Professional
